Can't start or install PADS 9.5

I am having problems with PADS 9.5 taking a very long time start or not starting at all.

I edited the license file to get rid of all licenses not used by the USB hardware key.

That did not help.

So I did an uninstall and now I am trying reinstall PADS 9.5 by running PADS9.5_mib.exe

It gets part way through the installation and freezes.

Thanks for any advise on how to fix this.
